The Joint Research Centre’s Institute for Prospective Technological
Studies is one of the core partners of the European Commission’s
FP7-funded project CROSSOVER. The main goal of this support
action is to consolidate and expand the community in the domain of
ICT for governance and policy modelling, and to develop an
International Roadmap on Policy Making 2.0.
Policy-making 2.0 refers to a blend of emerging and fast developing
technologies that enable better, timely and more participative
decision-making in government. It includes technologies and
methodologies in the areas of open and big data, visual analytics,
modelling and simulation, collaborative governance,
crowdsourcing, serious gaming and opinion mining.
The JRC-IPTS has contributed to the development of the Roadmap
on Policy Making 2.0 by analysing a number of case studies on the
impact of ICT solutions for governance and policy modelling which
focus on user needs so as to highlight the concrete problems solved
by ICT and the benefits of these solutions for Policy Making.
One of the key results of the analysis is the ‘Decalogue of Policy
Making 2.0,’ proposed as a practical guideline for implementing
effectively ICT support of governance and policy making.
The Roadmap on Policy Making 2.0 has been discussed with
experts and presented to policy makers, researchers and
practitioners in various events worldwide, including the
‘Transatlantic Research on Policy Modelling Workshop’ organised
by CROSSOVER in collaboration with the Millenniun Institute. This
workshop took place in Washington DC on 28 and 29 January 2013
and brought together experts and policy makers working and/or
interested in improving ICT tools for governance and
policy-making.
At the end of the workshop there was a broad agreement that it is
essential to take a more systemic view of issues and that decision
makers need to address and to demonstrate the broader results of
policies to decision makers. There was also an awareness of the
improvement of ICT tools for policy making in the form of
methodologies and models that can help respond to and
comprehend the increased pressure and complexities of rapidly
increasing populations and economic activities. In addition, the
need for expanded communications within and between various
interest groups was noted, in particular, the opportunity to link
further research and practice by working on similar issues from
both sides of the Atlantic.
Moreover, the final version of the the Roadmap on Policy Making
2.0 was also presented at the organised by the CROSSOVER
consortium in collaboration with the Democratic Society, Euractiv
and UNDP. The conference took place in Dublin on 17 and 18 June
2013 in conjunction with the Digital Agenda Assembly, organised
by the European Commission on 19 and 20 June.
