European ICT Poles of Excellence (EIPE)

Duration: 28 months
Objective: The European ICT Poles of Excellence (EIPE) Project is to set the general conceptual and methodological conditions for defining, identifying, analysing and monitoring the existence and progress of current and future EIPE, as to develop a clear capacity in distinguishing those among the many European ICT clusters, benchmarking them with non-European poles, observing their dynamics and offer a thorough analysis of their characteristics.
Policy relevance
In line with the Digital Agenda, the Commission's Communication entitled "A Strategy for ICT R&D and Innovation in Europe: Raising the Game" proposes a strategy to establish Europe's industrial and technology leadership in ICT, to make Europe more attractive for ICT investments and skills, and to ensure that its economy and society benefit fully from ICT developments. Building on Europe's assets, in particular the many ICT industrial clusters of Europe, the strategy seeks to step up the effort in ICT research and innovation and to maximise its impact in today's economic context. It forms part of the preparations for a European plan for innovation and research, encompassing the main technologies of the future including ICT. In particular, the Communication anticipates a landscape where by 2020, Europe has nurtured an additional five ICT poles of world-class excellence.

Events
Meeting on Industrial Clusters organised by JRC-IPTS and the Industry Development Agency (IDA) of Singapore (11 October 2012)
The JRC-IPTS meeting was organised with Infocomm Development Authority (IDA), in cooperation with the IIC, in order to validate the achievements of the EIPE projects and extend the perspectives of the forthcoming activity by discussing an analysing with experts and government representatives, namely professionals and technicians related to the ICT clusters in Singapore and in Asia, the most successful ICT clusters realities in the world.

Expert Workshop, Seville (11-12 November 2010)
The workshop, grouping selected international experts, aimed at discussing the following questions:
- What can be defined as ICT Poles of world-class Excellence?
- What are the necessary theoretical frameworks for studying the emergence and dynamics of such ICT Poles of world-class Excellence?
- What are the necessary methodological tools for studying ICT poles?
- What are the necessary data sources allowing for long-term tracking of the emergence and dynamics of such ICT poles?
